Phase 1: Pre-Work

Phase 1 covers the foundational preparation that tribes should complete before selecting or deploying any AI or cloud technology. This includes organizational readiness assessment, data classification and sovereignty mapping, policy and legal frameworks, AI literacy, and procurement readiness.
